Pajo seeks support

for bloodletting drive

at LKKS on Sunday

COUNCILOR Dante Pajo, chair of the City Council committee on health and sanitation, invites everyone to support the Bayaning Magnum bloodletting activity on Sunday, April 26, 2015 at the Limketkai Center.

“Kung ikaw mag donate sa imong dugo, gawas nga ikaw maka tabang sa pag luwas sa kinabuhi sa uban, makatabang usab kini sa imong panglawas,” Councilor Pajo told The Power. 

The Bayaning Magnum, Share Blood, Save Life project will be held in cooperation with the Philippine National Red Cross (PNRC) and the Limketkai Center.

As this developed, Pajo commended the management of Limketkai Center for offering its venue for the noble project and thanked the Philippine National Red Cross (PNRC) for its unconditional and sincere service to the city.

Councilor Pajo will deliver his inspirational message during the opening of the bloodletting program, The Power learned.

SUMMER HEAT

Meanwhile, Councilor Pajo reminds Kagay-anons to protect themselves from  heat stroke.  

“Init kaayo ang atong panahon, angayan mag inum sa daghang tubig, mogamit sa payong ug uban pang maka minos sa kainit sa adlaw nga modapat sa kalawasan,” Pajo said. 

The councilor also said  animals like dogs are affected by the hot temperature which can result to  changes in their behavior.  

“Be careful of animal bites,” Pajo said.

Devt  of Sinulom Falls as tourist destination sought

COUNCILOR Lourdes Candy Darimbang, chair of the City Council committee on tourism, on Monday called for support for the development of the Sinulom Falls in Barangay Tignapoloan as one of the city’s  tourist destinations.

In her special report during the regular session presided over by Vice Mayor Caesar Ian E. Acenas, Councilor Darimbang said she personally visited the site twice upon the invitation of the barangay chairman of Tignapoloan.

She said, the city can be proud of the Sinulom Falls, which is breathtaking and panoramic. She said it is comparable to the Pasonanca Falls in Zamboanga, and other landmark tourist destinations in the country.

She, however, observed that the temporary access road leading to the site is not fully developed, it was steep and rough and difficult to traverse.

According to Darimbang, with the discovery of the potential tourist destination, the local government should extend full support to the development of the area. She cited that tourism is a major player and catalyst in the country’s progress.

RESOLUTIONS

In line with this, the  councilor filed a proposed resolution declaring Sinulom Falls at Sitio Sinulom, Barangay Tignapoloan as a protected area and a second resolution, requesting the City Council to appropriate funds for the construction of the access road leading to the falls to make it accessible to tourists.

TOURISM BOARD

Vice Mayor Acenas referred these  to the City Tourism Board for appropriate action. He suggested that the board considers tapping the Tourism Infrastructure and Enterprise Zone Authority (TIEZA) for the development of the area.

Councilor Adrian Barba said the  ownership of the land and other concerns should also be looked into.

For his part, Councilor Teodulfo Lao said Sinulom Falls can be a source of pride to the city. If the area belongs to Cagayan de Oro, it can be developed as a tourist destination, he cited.

Pajo urges pet owners to avail of city’s free anti-rabies vaccines

COUNCILOR Dante Pajo, chair of the City Council committee on health and sanitation, enjoins pet owners to avail of the services of free rabies vaccination of the city. This is in observance of National Anti Rabies Month this March and in support to the announcement of City Veterinarian Perla Asis during this morning’s flag raising at city hall.

This year’s celebration bears the theme,”Bakunadong aso’t pusa, sa rabies protektado”.

According to Dr.Asis, the City Veterinary Office is open even on Saturdays this month.

“With the implementation of Republic Act 9482 or Anti Rabies Act, we aim that in year 2020 our country will be rabies free,” the city veterinarian added.  She said about 300 to 600 Filipinos die every year due to rabies but this can be prevented if pet owners will be responsible.

For his part, Councilor Pajo commended the Philippine Veterinary Medical Association for sponsoring the Poster Making Contest last week which was participated by 20 pupils of City Central School.  The activity highlighted the importance of anti-rabies vaccination and its impact to a community. The winners of the poster making contest who were presented this morning before the city mayor and city hall employees were John Jbraikhalil Baña  (1st placer with P3,000 cash prize); Shaun Arthur Pao (2nd placer with P2,000 cash prize ) and Feona Marie Anoos (3rd placer with P1,000), non-winners received   P100 each as consolation prize, The Power learned.

Councilor Pajo also supported the request of Dr.Asis for all barangays to appoint Barangay Rabies Coordinators and to enact Barangay Rabies Ordinance.

“This will minimize or eradicate rabies- related cause of death,” the city veterinarian stressed. She reminded everyone of the responsibilities of pet owners under RA 9482.

If pet owners refuse to bring their pets for anti-rabies vaccination, they will be fined with P500.  In case of incidents wherein their pets bite a human being, they will have to shoulder all the expenses for medication or pay the penalty of P10,000 and in case the pet owner will refuse that his/her dog be observed  after biting and will not pay the medication of the victim, the said pet owner will be penalized  with P25,000, she announced.

Pajo calls on the public to strictly comply with the anti-rabies law.

“Sa kainit sa atong panahon karon, maapektohan usab ang  mga behavior sa atong mga iro ilabina niadtong naglatagaw lang sa kadalanan.  Mga tag-iya sa iro angayan pabakunahan nila ang ilang mga iro ug bisan mg iring,”Pajo added.

Dads OK Comprehensive Development Plan of CdeO

THROUGH Ordinance No. 11883-2014, the 17th City Council during the regular session yesterday presided over by Vice Mayor Caesar Ian E. Acenas approved the Comprehensive Development Plan of the Cagayan de Oro City for 2014 to 2019.

The CDP aims to have a city managed through good governance and to empower its citizenry to thrive in a highly competitive economy and a sustainable environment nurturing its diversity and multi-cultural heritage towards a resilient, progressive and inclusive future.

Strategies to be implemented under the CDP’s social development plan will be focused on employment and livelihood, housing and resettlement, sports and recreation and Disaster Risk Reduction and Mitigation

It will also involve programs for the improvement of health facilities and services, and construction of health centers in all relocation areas; water and sanitation services, retroffiting of at risk school buildings, provision of adequate educational facilities, construction of day care centers in all relocation areas, information advocacy programs, among others.

Meanwhile, under the economic development plan, the city will expand areas for urban greening, streamline business registration process, strengthen investment promotion, establish post-harvest facilities, develop rural road network linking to primary farming areas, maintenance of identified natural sites for eco-tourism, and others.

Strategies under  the infrastructure and physical development plan include the provision, rehabilitation and establishment of quality infra support such as dikes, protection wall, upgraded drainage canal; the formulation of Comprehensive Drainage Master Plan, improvement of road network, establishment of sewerage system and improvement of river channel, among others.

The CDP also includes the city’s Environmental and Management and Institutional Development Plans.

The ordinance was reviewed and favorably endorsed by the committees on public works and on laws and rules chaired by Councilors Alden Bacal and Ramon Tabor, respectively.

Educ cmte to tackle resolutions

of Rotary Youth officials 2014

THE City Council committee on education chaired by Councilor Adrian Barba will soon tackle  resolutions of the Rotary Youth City Officials which were  passed during the Rotary Youth Week last Sept 26, 2014 and recently   adopted by the 17th City Council for appropriate action of the different committees.

The youth officials were student leaders from  25 private and public secondary schools in the city.

One of these is the resolution requesting for funds for the improvement of the library at the Cugman National High School, including the acquisition of new  books.

The committee will also consider the request for the Department of Education (DepEd) to provide Islamic Values Oriented Programs to Muslim students in all schools and for the conduct of Human Sexuality Seminars in all public secondary schools.  

The committee will also look into the resolution requesting for additional computer units for the Puntod National High School.

This year’s batch of Rotary Youth Officials also requested the City College Scholarship Program also chaired by  Councilor  Barba  to allocate slots for  persons with disabilities (PWD). This is in response to the verbal request of   Phil Ray Neri, president of the Youth One Unite Their Handicapped, Inc (YOUTH) to the Rotary Youth Officials during the Rotary Youth Week.

Beautification drive in brgys under study

THE City Council committee on tourism chaired by Councilor Lourdes Candy Darimbang, on Tuesday discussed the proposed ordinance which will pave the way for the conduct of a   beautification drive in all barangays in Cagayan de Oro City.

Councilor Darimbang, author of the proposed ordinance, said there is a need for the 80 barangays to take part in the cleanliness drive to promote and enhance the present ambiance and natural landscape of the city.

She said one way of captivating the attention of various communities is to encourage the participation of every barangay.

The lady councilor said a pleasant community appearance will add to home values and harness neighborhood unification. She said it will encourage the active participation of residents in improving the aesthetics of the community and bring the sense of pride among the residents.

During the meeting with representatives from City Tourism & Cultural Affairs Office and some barangay chairmen, it was agreed that an adhoc committee  should be created to  study and prepare the mechanics of the proposed ordinance.

The adhoc committee will be composed of representatives of the City Tourism Office, City Local Environment and Natural Resources Office (CLENRO), City Public Services Office (CPSO), Community Affairs Division, City Accounting Office, City Budget Office and Association of the Barangay Council headed by Councilor Yan Lam Lim.

The committee will tackle the final composition of the adhoc committee and mechanics of the proposed ordinance on November 18, 2014.

Dads express sorrow for demise of motorela icon

THE 17th City Council headed by Vice Mayor Caesar Ian E. Acenas expressed the city’s deepest sorrow for the demise of Mr. Rafael “Faeling” D. Floirendo, inventor of the motorela and one of the pioneers of the ham industry in Cagayan de Oro.

Through Resolution No. 11801-2014, legislators cited that  his passing away has saddened many Kagay-anons,  particularly the members of the City Council and  officials and employees of the city government.

SP to act on resolutions

of Rotary Youth

THE  40 resolutions passed by the Rotary Youth Council during a Special Session last Friday will soon be tackled  by the City Council committee on laws and rules chaired by Councilor Ramon G. Tabor.

It can be recalled that last Monday and as part of the Rotary Youth Week celebration,  24 students coming from different secondary schools in the city took their oath before the city mayor as city officials and in the afternoon, those elected members of the Rotary Youth City Council were given the opportunity to sit beside their counterpart members of the 17th City Council.  

After undergoing training on how to draft resolutions and ordinances and on basic parliamentary rules and procedures, this year’s batch of youth officials held their own special session, which was successfully witnessed by their respective teachers, parents and the officers of the Rotary Club of Cagayan de Oro.

Like the previous 12 batches of Rotary Youth City Councils,  all resolutions passed will be adopted by the City Council  and endorsed to the concerned committees and to the city mayor.

RESOLUTIONS

In a resolution, the youth officials request the city mayor, thru the committee on education chaired by Councilor Adrian Barba to conduct seminars on Disaster Risk Reduction Management and on Human Sexuality in all secondary schools in the city.

The Rotary Youth City Council  also adopted a resolution requesting the Liga ng mga Barangay to donate Closed- Circuit  Television (CCTV) to public schools in their respective areas of jurisdiction.

This, after youth officials learned during the City Council regular session last Monday that Barangay 29 donated a CCTV to the City Central School.

THE 17th City Council headed by Vice Mayor Caesar Ian E. Acenas welcomes youth counterparts who will serve as city officials and legislators for one week.

This is in line with the weeklong Rotary Youth Program of the Rotary Club of Cagayan de Oro.

Dads hail XU grad for making it to top

5 post in Electrical Engineering Exams

THROUGH Resolution No. 11762-2014,  the 17th City Council headed by Vice Mayor Caesar Ian E. Acenas during the regular session Monday presided over by Councilor Ramon Tabor congratulated and commended Gratz Dale Noel G. Redoble of Xavier University (Ateneo de Cagayan) for giving honor to the city by ranking 5th in the recent Electrical Engineer Licensure Examination given last September 6 and 7, 2014.

Councilor Dante Pajo, proponent of the resolution, said Redoble garnered a score of 89.90% during the said examinations.

In a separate resolution, legislators congratulated Xavier University for producing one of the top ten successful board passers.

Dads commend MUST students for honesty

THE 17th City Council headed by Vice Mayor Caesar Ian E. Acenas yesterday adopted a resolution comending six first year students of the Mindanao University of Science and Technology for their honesty.

The students, Mark Ranis, Donica Pimentel, Diana Rose Baguhin, Irish Go, Raynie Bugarin and Quennie Uy returned P54,000 cash they found to the owner through Magnun Radio.

Councilor Teodulfo Lao Jr is the proponent of the resolution.

Oro set for Tourism Jingle Festival

The first Tourism Jingle Festival in the city will take place on May 2014 at the Atrium, Limketkai Mall, said Councilor Lourdes Candy Darimbang, chair of the City Council committee on tourism.

She also announced that there will be a Tourism Video Competition where talents can show of their skills in composing original jingles and videos that will feature Cagayan de Oro City.

The winning participants will receive huge prizes and their entries will be heard over local radio and television stations, major hotels and restaurants, at the airport and bus terminals, said the lady councilor.

It was learned that the city has partnered with GMA Network Inc. for the said activities.

LET topnotcher is CdeO graduate

CAGAYAN de Oro has again produced a top board passer.

Councilor Roger Abaday said Miriam Avanzado Miranda of Golden Heritage Polytechnic College in Barangay Carmen, topped the Licensure Examination for Teachers given last September 29, 2013 with a grade of 90.60%.

In view of this, the City Council during its regular session Monday presided over by Vice Mayor Caesar Ian E. Acenas adopted a resolution congratulating and commending her for this achievement.

In Resolution No. 11521-2013, the City Council also commended and congratulated Golden Heritage Polytechnic College for producing Top One successful Teaching Licensure examinee in the recent examinations for teachers.

The resolution was authored by Councilor President D. Elipe.

Oro dads earmark P5M for LGUs affected by cyclone

THE City Council during its regular session yesterday presided over by Councilor Ramon G. Tabor enacted an ordinance appropriating the sum of P5-million from any available sources of funds as pinpointed to by the Local Finance Committee to be made available as financial assistance to the provinces of Occidental and Oriental Mindoro, Negros Occidental, Negros Oriental, Bohol, Cebu, Marinduque, Romblon, Palawan, Albay, Masbate, Aklan, Antique, Capiz, Iloilo, Leyte, Samar, Eastern and Nothern Samar, Dinagat Islands, Surigao del Sur, Ormoc City, Tacloban City, Southern Leyte and Biliran, which were affected by Typhoon Yolanda.

The ordinance authorizes Mayor Oscar Moreno to deliver or turnover the said assistance.

Councilor President D. Elipe, author of the ordinance, said the amount to be given to each LGU will be the prerogative of the mayor. He can also seek additional appropriation to the City Council, Elipe added.

Amendment of law on
protection of children seen

THE amendment of Ordinance No. 8624-2003, which creates the Cagayan de Oro City Council for the Protection of Children (CCPC), is in the offing.

The City Council committee on social services chaired by Councilor Enrico D. Salcedo during its meeting yesterday favorably endorsed to the laws and rules committee chaired by Councilor Ramon G. Tabor the revision of the ordinance recommending changes in the composition of the CCPC.

The CCPC is composed of the city mayor as the chair, the chair of the committee on social services as co-chair and chair of the committee on health as vice-chair.

Members are chair of the committee on women and family relations, SK Federation President, City Health Officer, City Budget Officer, City Treasurer, City Social Welfare Officer, City Planning and Development Coordinator, ABC President, Public Employment Services Officer, City DILG, Department of Education-Region 10, Cagayan de Oro City Police Office,        Presidential Commission on the Urban Poor-10, Commission on Human Rights-10, a child representative and  three other NGOs accredited and nominated by the City Coordinating committee for the Early Childhood Care and Development (ECCD).

During discussions it was agreed that the Community Improvement Division, DSWD and City Prosecutors Office representatives be included as members of the council. The new CCPC will no longer have a child representative, as proposed.

The meeting was attended by Councilor Dante Pajo, chair of the City Council committee on health, Councilor Edna Dahino, committee on women and family relations, Councilor Lourdes Candy Darimbang and Councilor Teodulfo Lao, among others.

The CCPC ordinance was enacted to promote the welfare of the youth as mandated in the Philippine Constitution and cited in the International Declaration for the Rights of Children. It is also in compliance with Article 205 of Presidential Decree, otherwise known as the Child and Youth Welfare Code.

Golden Mermaid statue unveiled

A Golden Mermaid statue is now standing stately at the City Tourism Hall.

The statue was donated by Cagayan de Oro’s sister city Norfolk, Virginia, symbolically indicating closer ties between the two cities.

The unveiling ceremony was held during the four-day visit of Janis C. Weisberg, immediate past president of Norfolk Sister Cities Association,  Guia Caliwagan, chair of the Norfolk-Cagayan de Oro Sister City Committee and Dr. Juan Montero, who spearheaded the Norfolk-Cagayan de Oro sister city ties.

Vice Mayor Caesar Ian E. Acenas, who welcomed the Norfolk delegates last Thursday expressed gladness over their goodwill visit as he expects more exchanges between the two cities.

It may be recalled that the city forged sistership ties with Norfolk, which is known as a Mermaid City.

The program was attended by former Mayor Constantino G. Jaraula,   Councilor Dante Pajo and Councilor Lourdes Candy Darimbang, chair of the City Council committee on tourism, among others.

It was facilitated by Eileen San Juan, chairperson of the Events Committee of the City Tourism Office.

Dr. Montero informed the vice mayor that after the five-year hiatus, the city can expect more friendly links with the Mermaid City.

GRATITUDE

Councilor  Pajo  thanked Norfolk, Virginia for its continuing collaboration with Cagayan de Oro as its only sister city in the country.

The mermaid statue will be mounted at the soon to open Duaw Park adjacent to the tennis court near the Cagayan de Oro River.

“This is the symbol of friendship and partnership with our sister city,” Councilor Pajo added.

RTA cites 16,377 erring drivers

FROM January to June 2013, some 16,377 drivers who violated traffic rules and regulations were apprehended by the Roads and Traffic Administration.

This is contained in the semi-annual report submitted by the RTA to the Office of Vice Mayor Caesar Ian E. Acenas, which was furnished to the City Council committee on public utilities chaired by Councilor Roger Abaday.

Based on the report, out of these, 3,703 drivers paid the corresponding fines.

Charges are being filed against the other drivers, The Power learned.

SP congratulates XU graduate

for ranking 8th in CPA exams

ANOTHER graduate of Cagayan de Oro City passed the Certified Public Accountant Licensure Examination with flying colors and members of the 16th City Council headed by Vice Mayor Caesar Ian E. Acenas are not about to let this go unrecognized.

At the regular session yesterday, legislators adopted a resolution congratulating and commending Glen Dareen Santos of Xavier University for giving honor to the city by ranking 8th (92.71%) in the licensure examinations given last May 2013.

A separate resolution was adopted congratulating Xavier University (Ateneo de Cagayan) for producing one of the top ten successful examinees.

This is not the first time that the city has produced top board passers in examinations given by the Professional Regulation Commission (PRC).
