ANTI-BULLYING LAW OKd

THE implementation of policies against bullying in schools is expected to take place in the different schools in Cagayan de Oro City.

This, after the 16th City Council during its regular session yesterday presided over by Vice Mayor Caesar Ian E. Acenas approved on second and final reading Ordinance No. 12581-2013, prohibiting acts of bullying committed among students in Cagayan de Oro City, providing penalty for violations, and for other purposes.

Section 8 of the ordinance provides that the school administration shall be responsible for the implementation and oversight of policies intended to address bullying.

It requires the creation of an Anti-Bullying Committee in schools that will establish policies against this in their respective institutions. Members of the committee are the school principal as the chair, Parents-Teachers Community Association President (PTCA) as the vice chair and the guidance counselor, student council president and any representative from the teaching or academic staff as members.

Schools are required to establish clear procedures for promptly responding to investigations on reports of bullying; identify the range of disciplinary administrative actions that may be taken against the perpetrator for bullying, which shall be commensurate with the nature and the gravity of the offense; establish strategies for protecting students from acts of bullying and of promptly notifying the parents or guardian of a victim, among others.

The ordinance requires schools to provide students and their parents or guardians with a copy of anti-bullying policies being adopted. These policies should be included in the school’s student and/or employee handbook and should be conspicuously posted on the school walls and website, if any.

Bullying, as defined by the ordinance, are acts committed by any severe or repeated use by one or more students of written, verbal or electronic expression or a physical act of gesture or any combination that may cause physical injury, emotional distress and psychological fear or physical or emotional harm to his limb, family and property.

Councilor Ramon Tabor, principal author of the ordinance, noted the alarming incidents of bullying, which he says leaves emotional scars to students.

He maintained the need to address this, to develop the moral character and personal discipline of students and to protect the well-being and welfare of the city’s constituents as provided for in Section 3 of the 1987 Constitution and R.A. 7160, otherwise known as the Local Government Code of 1991.

Councilors Adrian Barba, Alexander Dacer, Nadya Emano, Alden Bacal, Emmanuel Abejuela and Roger Abaday are co-authors of the anti-bullying law.

adopted by the Cagayan de Oro Press Club
from the World Press Freedom Day last May 3.

The Press Freedom Monument needs to be restored to look new again.

COWD advisory

COWD shall conduct replacement of the 800 mm diameter butterfly valve at the take off point located along Masterson-Taguanao Junction Road starting on Wednesday, May 8, 2013 at 9:00 AM to Thursday, May 9, 2013 at 4:00 PM.  This excludes the recovery period which takes around 5 to 8 hours where sufficient pressure has to be built before normal supply in the distribution line can be restored.  In order to facilitate this repair and maintenance work, supply from Rio Verde would have to be interrupted during the period.  Consequently, water in the West Service Area shall be solely supplied by the COWD Production Wells in Balulang and Calaanan.

To ensure that the affected customers can better prepare for the anticipated shortfall in supply on those dates, COWD has requested for an additional delivery from our bulk supplier starting at 1:00 PM today until 9:00 AM of May 8, 2013 to augment existing supply. Customers in the West Service Area (Carmen, Upper Balulang, Patag, Bulua, Kauswagan, Bonbon, Bayabas, Pagatpat, Calaanan, Canitoan, Igpit, Iponan and Opol) are therefore advised to store water in clean covered containers enough for their consumption during the period of interruption.

SP OKs Anti-Bullying Law

SCHOOL administrators shall be responsible for the implementation and oversight of policies intended to address bullying in their respective schools.

This is pursuant to Section 8 of the city’s anti-bullying law, which was approved on first reading by the 16th City Council during its regular session Monday presided over by Vice Mayor Caesar Ian E. Acenas.

The ordinance requires school personnel, students, parents or volunteers to immediately report any instance of bullying or acts of retaliation witnessed or that has come to their attention to the school administrator, school officer, or person designated to handle such issues. Upon receipt of such reports, the school administrator is required to promptly investigate the incident and notify the law enforcement agency if the designee believes that criminal charges may be pursued; take appropriate disciplinary action against the perpetrator; notify parents or guardian of victims regarding action taken to prevent any further acts of bullying or retaliation.

The ordinance was authored by Councilor Ramon G. Tabor, upon noting the alarming problem of bullying between students. According to Tabor, bullying not only inflicts physical and psychological harm but also leaves an emotional scar to students, thereby adversely affecting their studies, social personality and their lives.

Councilors Adrian Barba, chair of the committee on education, Councilor Nadya Emano, chair of the committee on social services, Councilors Alexander Dacer, Alden Bacal, Emmanuel Abejuela and Roger Abaday are co-authors of the ordinance.

The authors believe that there is a need to shape the conduct of students to instill discipline and essential values so as to integrate them to be productive, dynamic and industrious citizens of the city and to devise appropriate remedies to address bullying in order to protect the well-being of students and for the peace of mind of parents and guardians.
